What was Billy Hughes' role in World War I?

As the Prime Minister of a rel;atively new country (Federation was 1901) his role was miniscual. But ask any left leaning Aussie and they'll say - Billy's role was to keep a steady supply of ANZACs as cannon fodder for the inept British Generals. His many attempts to have conscription implemented were all thwarted (thank God!)
