Problems with Vista prog. removal.?

can someone help me out,some time ago i purchased a prog.but lost when i went to Vista,i got in touch with the owners who told me to download the prog.again and save to desktop,this i could not do as in the download box there is no alternative to save,only save this takes the prog. straight into prog.files.I could not get the prog. to connect so was told to delete it and install it again. i have dropped my firewall,turned off UAC but no way can i uninstall this item from prog. files.all i keep getting is you need permission to make this move,who the hell do i need permission from when i am the administrater. any help appreciated guys it's driving me round the twist.bronco.
